Political Watch, 22nd of November

The legislature introduced seven bills and cleaned up a number of loose ends this week, so let’s break it down with another Political Watch.

Legislation Watch:

H.R. 047 was introduced by representatives Endeavour Jackson and Mohn Nash on the 7th, a vote has since taken place with the bill passing with three votes for and no votes against. The Governor has since signed it into law.

H.R. 048, The Ice Cream for Americans Act, has voted to table this bill for further deliberation in a later session. 

H.R. 049, Speedy Trial Act, which was introduced on the 7th has since been voted on, with all five representatives voting for the bill being signed into law.

H.R. 050, which amends H.R. 013 – The Wilderness Protection Act was introduced by all Five Representatives on the 9th.

 The bill, if signed into law changes a number of outdated sections and amends pay rates for Ranger Employees and amendments the rules regarding revoking a boat licence.

The bill was voted on the 16th of November with all five representatives voting for the bill to be signed into law

H.R. 051, The Legislative & Executive Protection bill was introduced by Representatives Jackson, Lawson, Nark and Nash. 

The bill calls upon the government to purchase seven protective vehicles, one for each representative and one for the Governor and their Lieutenant Governor. It also adds that if a new vehicle is required, the Secretary of the Legislature must disclose this within seven days of purchase.

H.R. 052, This amendment bill for H.R. 004 – The San Andreas Flight Regulations Act was introduced by Representatives Jackson, Nash and Lawson. 

The bill makes changes to a number of sections in the SAFA regulations act. Firstly, it changes some definitions in section four in order to be in line with previous changes. Secondly it expands upon Commercial Passenger regulations definitions to include the need to pass ‘any applicable exam(s).’ Thirdly, it expands upon the Commercial Place Certification requirements, with exam and registration requirements being formally noted. Finally, it updates the Fee Information section.

H.R. 053, The Event Fund Allocation Act was introduced by Representative Mohn Nash. 

It stipulates a monthly ‘event’ allocation fund of $50,000 for each government department, and an additional $200,000 per month into a government wide event fund which can only be released on a ‘case by case basis.’ It also requires that “Each allotment of these government funds will be made publicly available for all citizens to see. [The] Treasurer of the Legislature will release a monthly expense report for the usage of the above noted funds in the pursuit of transparency.”

H.R. 054, This amendment bill for H.R. 027 – Government Salary and Pay Schedule Act was introduced by Representative Mohn Nash.

It modifies hourly positions for the San Andreas Flight Authority.

H.R. 055, The Amendments to San Andreas Constitution – Lt. The Governor Confirmation Process bill was introduced by Representatives Nash, Jackson, Nark and Lawson. 

If passed, it would amend two sections of the Constitution which are in Articles two and three respectively. 

In Article Two, it would add the following line in the Branches of Government Section:

“If the Lieutenant Governor’s office becomes vacant, the Governor may nominate a new Lieutenant Governor as per Article III Section 1, Subsection 1”

In Article Three, it would add the following line in the Responsibilities and Scope of Authorities Section for the Responsibilities for the Executive Branch:

Nomination of a Lieutenant Governor if the office is vacant.

This bill has not been voted on.

H.R. 056, This amendment bill for H.R. 025 was introduced by Representative James Nark and Mohn Nash.

The bill amends the section requiring the legislature to wait at least seven days before passing a resolution. The bill doesn’t make amends to the requirement that bills can’t be voted on until at least seven days have passed. 

This bill has not been voted on.

H.R. 057, The Emergency Vehicles Act was introduced by Representatives James Nark and Mohn Nash.

It legisatues the following for Emergency Lights Usage

  • Proceed through red lights
  • Exceed Speed limits
  • Traffic Control
  • Additional permissions as outlined in LSPD/BCSO/Ranger & EMS SOP’s

It also adds extra guidelines for Government Official Protection Vehicles, SAFA yellow lighted vehicles and Public Works yellow lighted vehicles.

This bill has not been voted on.

The Criminal Case against Representative Benning

Executive Nominations and Orders

Last week we reported on two new executive nominations, there have since been votes conducted on these nominees.

New Nomination for the Public Defender’s Office – Kayla Harlaw has been nominated by the Governor to the position of State Public Defender. 

A vote has since been conducted with all five representatives voting in favor of this nomination.

New Nomination for the Circuit Court – Charlotte Avery has been nominated by the Governor to a position on the Circuit Court of San Andreas as a Circuit Court Judge.

A vote has since been conducted with four representatives voting in favor of this nomination.
