Legislation Watch – May 13, 2021

Yesterday, the legislature introduced four new bills. Weazel brings you details for all four bills.

H.R. 001 – Government of the State of San Andreas Act,

  • This bill, if passed, establishes the formal procedures of the Government of San Andreas and it’s branches. Defining policies relating to its ability to Govern, Legislate and enforce the laws.
  • Establishes that Elections will be held every 4 months
  • Establishes a Term limit for a seated Governor and seated State Representatives
  • Defines the rules of voting, executive orders and the process of Impeachment.
  • This bill was introduced by James Paxton

H.R. 002 – Emergency Amendments to the Criminal Code for the State of San Andreas 2021

  • This bill, if passed, corrects some initial errors that have been brought up in the Criminal code
  • Changes the legal definition of cannabis possession from ‘5 Units’ to a more defined 5 grams and adds that a standard joint is equal to 1 gram of cannabis/marijuana
  • Changes to possession of contraband and a change on the ‘Right hand turn on red’ law
  • This bill was introduced by James Paxton

H.R. 003 – Government Salary and Pay Schedule Act of 2021

  • This bill, if passed, defines the salaries of nine Government departments
  • Details the salaries of multiple positions, with the Governor being paid $60,000 a month and a State Representative being paid $40,000 a month.
  • Public works employees only have one wage of $115 per payment period.
  • This bill was introduced by James Paxton

H.R. 004 – The San Andreas Flight Regulations Act of 2021

  • This bill, if passed, introduces flight regulation into the skies above San Andreas and introduces regulations surrounding licencing and testing and disciplinary policy.
  • Ads and organisational structure to the SAFA (San Andreas Flight Authority) with the role of a Chief Pilot and the role of Check Pilots. 
    • To note: these roles pay rates have not been outlined in the previous bill H.R. 003
  • Licencing prerequisites are the following
    • No violence, drug or alcohol related felonies on the person’s criminal record within the past 30 days
    • Resident of the state for more than two weeks
  • Licencing is handled on the Government Website, there is also an examination stage
  • Flight regulations stipulate that the baseline height at which one can fly over the city of Los Santos is 1,250ft or as written ‘200ft over the Maze Bank Tower’ which is 1,050ft.
    • There is no mention of a baseline height for the county, or what defines the boundaries of the city of Los Santos
  • Flying by law will be prohibited over Fort Zancudo Military base, Bolingbroke Penitentiary and under any bridges
  • The bill also contains the fees which are the following:

In review, these bills are outlining the basic governance of this state, however some concerns have been raised on the bill regarding the Flight Administration. It severely limits who can become a pilot to the quite wealthy, instead of the enthusiastic and willing, which limits business prospects and revenue for the industry. The bill also has some undefined items, such as the boundaries of ‘the city of Los Santos’ and if there are limitations for flight levels over the county.
