Governor Starr Issues Executive Orders 031 and 032

Two Executive Orders were introduced by Governor Richard Starr on Monday, November 7th that amend previously existing executive orders. The Lt. Governor provided an overview of what these changes entailed as seen below:

Executive Order 031 amends Executive Order 015, which established the Criminal Code Review Commission. This Executive Order changes the “purpose” of the Commission from simply rewriting the entire criminal code to instead making suggestions to the criminal code to create a more coherent criminal code. 

Executive Order 031 also removes State Representatives from the Commission, as was unanimously voted upon by current members, due to the Commission itself making suggestions to the Reps – it made little sense to include them in debates regarding changes until a later date.

Executive Order 031 removed the Political Consultant position and replaced it with four Public Consultant positions. It also added one position for LEO Command, to be filled by a member of the San Andreas Parks Department.

Executive Order 032 amends Executive Order 017, which established the San Andreas Major Events Committee.

Executive Order 032 simply increases the limit from five to ten members of the Committee.

Anyone interested in the San Andreas Major Events Committee may submit a written Letter of Interest via Email directly to the Secretary of State. As our Secretary of State nomination has not yet been confirmed by the Legislative, these emails may be directed to Lieutenant Governor Adrian Jax.

Weazel News reached out to the Executive to get more information on these two orders and received the following response from Lt. Governor Adrian Jax on behalf of the Executive Office:

QUESTION: The original Executive Order was meant to be temporary and dissolved after the overhaul had been completed. With this amendment, the committee will be ongoing. Do you feel this allows those enforcing the law a path to better communicate and advise the lawmakers on the application of the criminal code?

ANSWER: While working towards the end of the Commission, the need to expand the goal of the Commission and continue our work was made obvious by the sheer amount of suggestions and comments we received.

The restructuring goal was to allow both those enforcing the law a better path to have their suggestions heard, as well as the general public. It is our plan in the upcoming future that the Criminal Code Review Commission will have a “feedback form” that will allow all Citizens of San Andreas, from any walk of life, to provide any concerns or suggestions they have for the Criminal Code. Another goal is to also provide an easier way for those enforcing the law to pinpoint and express concerns with current laws, and how difficult some things may be to apply, and other problem areas.

I also wanted to include the San Andreas Parks Department in the restructure, as I felt we were missing their very important input on Animal related offenses.

QUESTION: Do you anticipate this committee will remove the need for a complete overhaul in the future?

ANSWER:  I do not anticipate another complete overhaul will occur. It is our hope that the major Overhaul from August is the last one that will be needed, and the Committee will instead streamline suggestions and changes through to the State Representatives. We intend to hold meetings within the Committee itself and, separately, with State Representatives in order to bring concerns/suggestions to light.

QUESTION: With the recent expansion of the event committee, should the citizens expect to see more state ran events in the future?

ANSWER:  It has been our desire since our Campaign Trail to hold a State event Once a Month, if not more often. It became obvious very quickly that such a small number (five) of volunteers makes it incredibly difficult to plan multiple events, or even plan events far enough in the future that we can get the word out early enough. It is our hope that by adding five more volunteer positions, it will smooth the gaps in planning and ease the burden on our current wonderful team of volunteers.
